NSW Premier Dominic Perrottet has revealed his planned cashless gaming card will include spending limits, while one of his senior Liberal ministers slammed the major reform of poker machines warning it will simply push problem gambling elsewhere.

In an indication of the difficulty the premier will face shepherding gambling changes through his cabinet room, Transport and Veterans Minister David Elliott said he wanted proof cashless gaming worked elsewhere in the world before he supported the proposal.

Elliott, who has worked for the NSW Australian Hotels Association and is retiring from state politics at the election, said reforming one type of gambling would shift the problem to other forms.

“What you’ll see is people just walking out of registered clubs and pubs and walking down the road and not putting the 20 bucks after bowls in a poker machine, but going … to the newsagency and buying 20 bucks worth of scratchies,” Elliott said on Friday.

Perrottet has vowed to pursue a cashless gaming card following a damning report from the NSW Crime Commission in October which found poker machines were being used to wash dirty cash from proceeds of crime. The commission’s report recommended a cashless gaming card.

However, the proposal is still likely to be a hugely divisive issue for the Coalition, with the Nationals particularly opposed to the card. Earlier this year, Hospitality Minister and Nationals MP Kevin Anderson said he did not support the government controlling a cashless gaming card, or it being mandatory.

Perrottet is devising a proposal to take to cabinet ahead of the March election, and while he is yet to release any details, on Friday he confirmed he was “certainly attracted” to spending limits.

“You can’t have a cashless system without limits. That’s exactly what we’re going to do,” Perrottet told radio station 2GB.

Tasmania will be the first state to introduce a cashless gaming card, which will be mandatory from next year. The card will have default limits of $100 per day, $500 per month and $5000 annually.

‘A no-brainer’: Unions NSW joins Perrottet’s cashless pokies push

Perrottet’s push for gambling reform received a major boost this week from Unions NSW secretary Mark Morey who backed the plan and said the “time for talk is over … pokies reform should be a no-brainer for politicians of all stripes”.

Other high-profile supporters of a cashless gaming card include NSW Police Commissioner Karen Webb, anti-gambling advocate Tim Costello, the NSW branch of Health Services Union and United Workers Union, churches and leading charities.

NSW Treasurer Matt Kean also made his first public comments supporting a cashless card on Friday, urging NSW Labor leader Chris Minns to take a stand on the issue.

“The premier has been absolutely clear that cashless gaming cards are the way forward, and the only stakeholders here that matter are communities across NSW who will be protected by these policies,” Kean said.

“I don’t know who’s calling the tune for the leader of the opposition, but he needs to listen to people like Mark Morey from Unions NSW who realise the importance of cashless gaming.”

Minns has stopped short of supporting the card and wants a trial to determine if it would have any impact on the clubs and pubs.

The national president of the Returned Services League has also backed a cashless gaming card and has warned new laws could be needed to stop clubs using the RSL name.

Greg Melick, SC, who heads the national branch of the peak charity that supports veterans, said there had long been concerns that criminals were using poker machines illegally in clubs which “affects the reputation of the RSL nationally”.

“Even though we have no control [over clubs], people just see our name and assume it is us and think we are encouraging such activity,” he said.

Melick, who told ABC Radio National that he was speaking in a personal capacity because the RSL national board was still to formulate a position, said: “I support the [NSW] government’s approach. My view is that cashless gaming is a sensible approach.”

The barrister and former member of the National Crime Authority, said legislative change could be necessary in NSW to stop clubs using the name “RSL” if they were not prepared to “stick to certain guidelines and ethical practices”.

RSL NSW and its sub-branches have not owned or operated any registered clubs since the 1970s, when legislation was introduced to separate the two.

RSL NSW president Ray James told the Herald the charity was happy for clubs to register “RSL” as their trading name decades ago, but was increasingly concerned their focus has changed.

James said that gambling, and indeed society, has evolved since”.

“If any NSW-based RSL or Services club is not supporting their local RSL sub-branch and the good work our veteran volunteers do for other veterans in their community, or the statewide veteran services provided by our subsidiary charity RSL LifeCare, then perhaps it is time that they considered a name change,” James said.

RSL clubs have urged members to wage war against Perrottet’s plans, warning that overhauling gambling could be a knee-jerk reaction with unintended consequences.

God never forces the will or the conscience; but Satan’s constant resort—to gain control of those whom he cannot otherwise seduce—is compulsion by cruelty. Through fear or force he endeavors to rule the conscience and to secure homage to himself. To accomplish this, he works through both religious and secular authorities, moving them to the enforcement of human laws in defiance of the law of God.
Those who honor the Bible Sabbath will be denounced as enemies of law and order, as breaking down the moral restraints of society, causing anarchy and corruption, and calling down the judgments of God upon the earth. Their conscientious scruples will be pronounced obstinacy, stubbornness, and contempt of authority. They will be accused of disaffection toward the government. In legislative halls and courts of justice, commandment keepers will be misrepresented and condemned. As the Protestant churches reject the clear, Scriptural arguments in defense of God’s law, they will long to silence those whose faith they cannot overthrow by the Bible. Though they blind their own eyes to the fact, they are now adopting a course which will lead to the persecution of those who conscientiously refuse to do what the rest of the Christian world are doing, and acknowledge the claims of the papal sabbath.
The dignitaries of church and state will unite to bribe, persuade, or compel all classes to honor the Sunday. The lack of divine authority will be supplied by oppressive enactments. Political corruption is destroying love of justice and regard for truth; and even in free America, rulers and legislators, in order to secure public favor, will yield to the popular demand for a law enforcing Sunday observance. Liberty of conscience, which has cost so great a sacrifice, will no longer be respected. In the soon-coming conflict we shall see exemplified the prophet’s words: “The dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the commandments of God, and have the testimony of Jesus Christ.” Revelation 12:17. GC 591.1 – GC 592.3
